Sheffield Wednesday Deals with a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - newly appointed regulator the new chairman

The Championship club's persistent issues are seen as a "major concern" and the football regulator is seeking powers to investigate clubs in similar circumstances, the recently named head the regulator has announced.

In a wide-ranging interview, the regulator, who was appointed on Monday, expressed "sympathy" towards the club's followers.

Kogan met with four supporters' associations associated with the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in the current year, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the regulator explained.

"The club represents one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations referred to us if they require examination and addressed."

Economic Challenges and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in spring months caused limitations by the football authorities in mid-year, blocking the team from conducting any player acquisitions for the next three transfer windows, although those limitations were removed in late summer.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has represented their community in multiple situations.

"I completely understand Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the supporters."

When asked if the authority might compel an owner to sell a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the game, over the past few decades there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally refuse to accept accountability for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," the chairman stated.

"And that's what nobody wants in the terms of English football is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has been channeled for the recent generations, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I fully support the prosperity and expansion as an commercial operation of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "thorough examination" by the official appointments authority after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I am no longer involved in any sort of politics."
